Afenyo-Markin Accuses Majority of Abusing Urgency Certificates

The Minority Leader in Parliament, Mr. Alexander Kwamina Afenyo-Markin, has accused the governing National Democratic Congress (NDC) Majority Caucus of abusing the certificate of urgency procedure to push legislation through Parliament without adequate debate.

Speaking at the Minority Caucus’s “Holding Government to Account” press briefing in Accra, Mr. Afenyo-Markin said several laws passed in 2025 were rushed through the House without proper examination.

He noted that the trend has weakened Parliament’s credibility and compromised its role as an institution of accountability.

“The Majority has turned Parliament into a rubber-stamp parliament,” the Minority Leader asserted, adding that legislation must not be passed simply to serve political convenience.

Mr. Afenyo-Markin, who also serves as the Member of Parliament for Effutu Constituency in the Central Region, emphasized that the Minority Caucus would no longer tolerate shortcuts in the legislative process.

He warned that the Minority would firmly resist any future attempts to bypass parliamentary rules when the House reconvenes on February 3, 2026.

“They should be ready to beat us in the chamber,” he cautioned. “We will resist with all the energy in us. There will be no more certificates of urgency without justification.”

The Minority Caucus says its renewed stance is aimed at strengthening parliamentary oversight and ensuring that laws passed serve the best interests of the Ghanaian people.
