Court Halts DVLA’s Planned Number Plate Changes

The High Court in Accra has ordered the Driver and Vehicle Licensing Authority (DVLA) to suspend plans to introduce a new or digital vehicle number plate system scheduled to begin in January 2026.

The ruling follows a lawsuit filed by BEMENCO Embossment Ltd together with 26 other licensed embossers under the Vehicle Embossment Association of Ghana (VEMAG). The court, on Monday, December 22, 2025, granted an injunction preventing the DVLA from rolling out any new registration plate regime until the case is fully determined or the order is lifted.

As part of the directive, the DVLA is also barred from engaging any alternative supplier or implementing a different embossment arrangement outside the current system involving the plaintiff companies.

VEMAG contends that the DVLA departed from long-standing practice by awarding both manufacturing and embossment of number plates to a single company. The association is asking the court to compel the DVLA to continue working with licensed embossers beyond 2026 and to settle outstanding payments owed to some members.
